ملخص

Most of the popular and widely used software tools for strategic planning of generation expansion are based on load duration curve technique, which disregards the chronology of the events; hence intermittent generation resources are not properly modelled. In addition, in such software the environmental costs of the power plants are not embedded within the optimization process but calculated after the “optimal” plan is made. This paper describes how to model the intermittent resources or non-dispatchable technologies such as wind in these kinds of tools that are based on load duration curve models. In addition, the paper describes how to model environmental costs within the fuel cost of each technology so that a truly optimal generation mix is found. As a case study, the paper concentrates on finding the optimum generation capacity expansion plans for the Main Interconnected System (MIS) of Oman using WASP-IV software, which is based on load duration curve technique.
