Integration of Small-scale Farmers into Horticulture High Value Product Supply Chain: Implications for Smallholders and Agribusiness.

Description

Food price shocks in 2008 have made countries to start rethinking about their food security situations. Measures taken include: finding ways to increase agricultural production from within their borders; investing in other countries to produce food in order to secure food supplies to meet their own population needs at home and also by procuring food supplies from the world market and using these supplies to maintain a strategic food reserve. Oman currently, is putting a lot of effort towards achieving food security. In Oman context, population growth, initiatives undertaken by the government to boost tourism and increase in per capita income are likely reasons for rise the domestic demand for high value agricultural products (HVAP) such as milk, poultry, fisheries, fruits and vegetables, which increased significantly in the last two decades. Despite efforts to increase Oman?s domestic food production, the availability of water and arable land constrain significant growth. The country will remain reliant on imports to supply its food consumption gap. Therefore, Oman?s economic development policy emphasizes the expansion of non-oil sectors as agriculture to diversify the economy and diminish its dependence on oil exports to establish a sustainable economic base in preparation for the time when hydrocarbon reserves are depleted. For this approach to food security to remain sustainable in the long term, broadening the country?s export revenue base, decreasing the food imports burden and diversifying the economy is required. As a matter of fact that the participation of Omani smallholder farmers in high-value markets is unsatisfactory. Recent research results showed that significant portion of small and middle farmers weakly integrated in the horticultural high-value product markets. The most crucial question is how to support smallholder farmers so that they can participate consistently in the modern markets and to contribute to increase the share of agriculture in the country GDP to decrease the dependency on the horticultural high-value international markets. This study is crucial in pinpointing the inefficiencies and weakness being experienced by horticultural growers in Al Batinah in the north and recommend possible policy options to smallholders farmers based on their level of participation in the horticultural supply chain in these region. The research main objective is to relate farmer?s risk preferences with other environment variables, assuming that risk attitudes are not an invariant in relation to personal characteristic but it changes over time as a reaction to changing socio-demographic or political circumstances. Therefore, experimental games as methodological frameworks for choice decision making under uncertainty to elicit risk preferences are considered. Emphasis is placed on the analysis of best way to supports smallholders farmers in their efforts to access high value markets in the agricultural value chain, mainly in the national, and generally in the regional and global markets.
