Description

Since 1998, the Sultanate of Oman has embarked on a major reform process of its entire educational system. Since then, the evaluation of teacher effectiveness emerged as one of the essential elements to be examined. The number of studies conducted is limited and official data on the evaluation of teacher effectiveness are apparently not available in Oman. The aim of this research project is to develop a psychometrically sound instrument to measure teacher effectiveness in Oman. Also it seeks to (a) examine the underlying factorial structure of the new instrument, (b) examine the reliability of this new instrument in terms of internal consistency and temporal stability and reliability, and (c) examine the validity of this new instrument in terms of content, criterion-related, and discriminative validity. The study will answer the following questions: 1. What is the factorial structure of the new instrument developed to assess teacher effectiveness in Oman using principals, senior teachers and supervisors and rsquo; ratings? 2. What are the reliability indices of the new instrument developed to assess teacher effectiveness in Oman using principals, senior teachers and supervisors and rsquo; ratings? 3. What are the validity indices of a new instrument that assess teacher effectiveness in Oman using principals, senior teachers and supervisors and rsquo; ratings? The present study uses descriptive research design which describes data and characteristics about the population or the phenomenon being studied. A review of the literature will be conducted to identify recent developments in the study of teacher effectiveness and its measurement based on principals, senior teachers and supervisors and rsquo;ratings. A pilot study will be conducted to identify important aspects of teacher effectiveness to be incorporated in the new instrument. A list of possible dimensions and items of the new instrument will be subject to rigorous review by a panel of experts. A refined version of the new instrument will be piloted with a small sample to identify any possible conceptual, linguistic, or logistical problems. The final version of the instrument will be administered to the sample of the study and data will be analyzed using appropriate statistical procedures to answer the research questions. The total population comprises of (32360) teachers, distributed in (794) basic education schools representing eight regions in the Sultanate of Oman.
